WHAT
"Rights, Liberties, and the Rules of Engagement," a conference at the University of California, Berkeley, that will examine how the laws and practices that govern state conduct during war on both the international and domestic fronts are changing.
Participants will address recent international conflicts, including the United States' "War on Terrorism." The event, the 9th Annual Travers Ethics Conference, is being held by the campus's Institute of Governmental Studies.

WHO
Conference participants will include law, political science and human rights professors from UC Berkeley and representatives from various organizations. Among the participants will be:
* Eric Stover, director of UC Berkeley's Human Rights Center
* John Yoo, UC Berkeley law professor and former deputy assistant attorney general at the U.S. Department of Justice from 2001 to 2003
* Geoff Loane, head of the U.S. delegation to the International Committee of the Red Cross
* Steven Weber, UC Berkeley political science professor and director of the campus's Institute of International Studies
* Morton Halperin, director of U.S. advocacy for the Open Society Institute, a private operating and grant making foundations that aims to shape public policy to promote democratic governance, human rights and economic, legal, and social reform
Co-sponsors of the conference include UC Berkeley's Institute of International Studies and Department of Political Science; the World Affairs Council of Northern California; and the Commonwealth Club of California.
